    About state archives in Ukraine: new interview of the Head of the State Archival Service of Ukraine Anatolii Khromov

    On November 7, 2022, the Head of the State Archival Service of Ukraine, Anatolii Khromov, took part in the live broadcast of the information project “Resistance” of the media “Suspilne” with hosts Svitlana Stetsenko and Vitalii Hamadin and talked about the state of affairs of the state archives in conditions of a full-scale war.

    The conversation began with a quote from Anatolii Khromov’s Facebook page: “russians continue to destroy and loot Ukrainian archives.”

    The Head of the State Archival Service noted that Ukraine currently does not control only about one and a half percent of archival files out of 86 million storage units. It is important that Ukrainian archivists and employees of regional state administrations ensured almost complete evacuation of the documents from the controlled parts of Donetsk and Luhansk regions. The most critical situation occurred with the State Archives of Kherson Region.

    On the subject of the evacuation of archives, Anatolii Khromov noted that he is not ready to speak publicly about it now in connection with the huge risks involved in such a process.

    Anatolii Khromov noted that during his work and the work of his team, the rate of digitization increased by almost 500 percent. Last year, the leader in digitization was the State Archives of Poltava Region — they had been making at least 12,000 copies daily. This year, the Central State Historical Archives of Ukraine in Kyiv and the Central State Archives of Supreme Bodies of Power and Government of Ukraine joined in with such high indicators, in fact all archives of Ukraine perform such work.
    In addition, cooperation agreements with various Ukrainian and international institutions are also being signed.
    The Head of the State Archival Service of Ukraine recommended subscribing to social networks of the State Archival Service of Ukraine in order not to miss the news on the digitization of archival documents.

    On the host’s question about whether the export of documents abroad for storage was considered, Anatolii Khromov answered negatively, because even with partner countries there is a certain risk. However, Anatolii Khromov said that arrangements are underway to reallocate the originals for the further restoration of part of the document fonds of the communist totalitarian regimes, which are currently kept in the archives of the State Security Service of Ukraine. If we take the international aspect of reallocation, it is worth noting that in March the State Archival Service of Ukraine signed an agreement with the National Archives of the United Kingdom, thanks to which our British colleagues and partners provided the opportunity to store already digitized archives on their cloud storage for free.
